I have been charged a fee when the usage is free?

As a team member of the Eastpoint team, you are entitled to up-to 9 hours of riding for free of charge, the charge might apply to you if you have not parked the scooter and ended the ride and gone above the 9 hour mark. There is also charges applied to you for misusage such as parking off property, riding on public roads.
